<title><![CDATA[China Increases Oversight of 'Naked Officials']]></title>

<description><![CDATA[<P align=justify>Party and government officials whose spouse and children have emigrated overseas are to be subject to strict examination when applying for private passports and going abroad, according to a new regulation released Sunday. <BR><BR>A provisional regulation by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council specified new rules overseeing the issuing of private passports and travel passes to Hong Kong, Macao and Taiwan to such officials. <BR><BR>Party and government leaders of this kind have become so renowned in China that they have a shared nickname, "naked officials." They usually moved their spouses and children, as well as their assets, to foreign countries, and they put the money into their wives' or children's bank accounts. Even if they were eventually apprehended, the wealth transferred to overseas banks still belonged to the officials' families. <BR><BR>According to the new rules, "naked officials" should submit written accounts on all income and property owned by their spouse and children living overseas, and on any changes in their financial conditions. <BR><BR>"Officials whose duties or services are related to the countries and regions their spouses and offspring are living in should voluntarily report it to their higher authorities. If conflicts of interests are involved, the officials must avoid holding related posts," the regulation said. <BR><BR>The regulation stated that such officials should "strictly comply with relevant laws and regulations" when applying for passports and travel passes, or applying for traveling or emigrating abroad. <BR><BR>Officials above deputy-county head level applying for passports should consult with their higher authorities, it said, adding that a thorough examination should be conducted when promoting officials whose family members have emigrated abroad. <BR><BR>A statement from the CPC Central Committee General Office said the new regulation is "an important anti-corruption measure" to make officials self-disciplined, clean, reliable and to be people of integrity. <BR><BR>"The regulation not only stresses education, management and supervision of civil servants whose spouse and offspring live aboard, but also focuses on the protection of their interests and working enthusiasm," it said. <BR><BR>The regulation covers all civil servants, but excludes those top-ranking specialists in high-tech fields who have been recruited from overseas, along with high-qualified overseas returnees. <BR><BR>Experts say this is the latest effort to place officials' actions in the public's view. <BR><BR>In September 2009, the CPC Central Commission for Discipline Inspection first ordered increased oversight of "naked officials." <BR><BR>The municipal government of Shenzhen of southern Guangdong Province then implemented regulations in November 2009, including provisions saying that "naked official" should not become department chiefs or leading members of key departments. <BR><BR>Earlier this month, the two general offices issued another regulation, designed to curb corruption and increase transparency about the assets of government officials. It required officials at deputy county chief level and above to annually report their assets, marital status, whereabouts and employment of family members. <BR><BR>The reporting system for monitoring Party and government officials was set up in 1995, and revised in 1997 and 2006 by broadening the list of items and adding detailed procedures. <BR><BR>Prof. Li Chengyan of Peking University said the two regulations that were announced recently were "a substantial step" towards the establishment of an asset declaration system for China's civil servants. <BR></P>]]></description>

<description><![CDATA[Hundreds of people staged a peaceful but loud protest in Guangzhou, Guangdong Province Sunday over fears that Cantonese dialect is being threatened. <BR><BR>At 5 pm Sunday, at least 1,000 people - mainly in their 20s and 40s - gathered outside the Jiangnanxi subway station exit to criticize a proposal to increase programs in Putonghua on Guangzhou Television's news and satellite channels, which are mainly in Cantonese. <BR><BR>The local committee of the Chinese People's Political Consultative Conference (CPPCC) suggested the idea earlier this month. <BR><BR>The committee said Putonghua broadcasts would accommodate athletes and tourists who go to Guangzhou from other places for the Asian Games in November. <BR><BR>The idea prompted fears that the local government will completely abandon Cantonese in favor of Putonghua in the near future. <BR><BR>Su Zhijia, a deputy Party secretary of Guangzhou, refuted the rumor. <BR><BR>"The city government has never had such a plan to abandon or weaken Cantonese," he said. <BR><BR>However, some local residents remain worried about the loss of their dialect. <BR><BR>Young people in T-shirts saying, "I love Guangzhou" written in Cantonese were seen everywhere in the protest area Sunday. <BR><BR>They shouted "Protect Cantonese, Love Guangzhou" while others sang popular Cantonese songs. <BR><BR>"Till now, there is no report of casualties or any physical conflict. Also, none of the participants have been brought back to our police station," a woman who answered the phone at Guangzhou Public Security Bureau, told the Global Times late Sunday. <BR><BR>Occasionally, some youngsters took turns giving passionate speeches in Cantonese to cheering crowds. <BR><BR>"I stand for multiculturalism, and I strongly oppose the government's plan to promote Putonghua with administrative means," an editor at a local publishing house, surnamed Yan, told the Global Times. <BR><BR>As a dialect, Cantonese has its own unique charms and Guangzhou should keep its distinctive style and character, Yan continued. <BR><BR>Wu Lei, a protester, told the Global Times that there were hundreds of police officers on site and they stood hand-in-hand to keep the massive gathering in check. <BR><BR>They persuaded people to leave. <BR><BR>"The policemen were quite sober-minded. There was no bodily contact with the crowd," Wu said. <BR><BR>Local traffic came to a halt and Jiangnanxi Road was blocked from 5 pm to 7 pm. <BR><BR>Police scattered the crowd at about 7:30 pm and the street returned to normal after 8 pm, according to Wu. <BR>]]></description>

<P align=justify>China plans to utilize the income tax in order to reign in the ever-widening income gap, the China State Administration of Taxation announced on Wednesday.<BR><BR>To further enhance the role taxation plays in income distribution, China will tighten taxation policies on individuals with a yearly income of 120,000 yuan or more, according to China State Administration of Taxation. </P>
<P align=justify><BR>With the rapid development of China's economy, incomes are growing and the gap between the rich and the poor is widening. As of the end of March 26, 2010, a total of 1.18 million people with a yearly income amounting to 120,000 yuan or more have claimed the individual income tax. <BR><BR>China issued a circular on management of individual income tax in 2006, which require individual earning more than 120,000 yuan annually need to report their income directly to the tax authorities.</P>]]></description>

<description><![CDATA[<P>The minimum wage in Shenzhen City in south China's Guangdong Province will increase by ten percent to 1,100 yuan per month (161.04 U.S. dollars) in July from 1,000 yuan, municipal authorities said Wednesday. <BR><BR>Part-time employees will see their hourly wage grow to 9.8 yuan, said Wang Min, head of the city's Human Resources and Social Security Bureau. <BR><BR>"The pay rise will increase costs for labor-intensive companies but I hope those companies will take this as an opportunity to speed up their technological innovation and industrial upgrading to boost their competitiveness," said Wang. <BR><BR>Shenzhen's move comes after a series of pay rises in China. <BR><BR>Beijing will increase its minimum wage by 20 percent to 960 yuan per month from 800 yuan from July 1. <BR><BR>The most dramatic rise has been at Foxconn, an IT contract manufacturer which will raise salaries for assembly workers at its production base in Shenzhen by 66 percent to 2,000 yuan per month from October 1. </P>

<title><![CDATA[Old Summer Palace - Getting to close relics]]></title>

<P align=justify>At the current site of the Yunamingyuan, or the "Old Summer Palace", it's hard to imagine the area and its treasures in their original glory. Since the palace's destruction by the united armies of Britain and France in 1860, the imperial gardens have been known primarily as a forest park, but thanks to a large-scale restoration effort currently underway at the park, visitors to the area will be able to get a new view of the palace's storied history. <BR><BR>150 years after the garden's razing, the China Culture Relics Protection Foundation and the School of Archaeology and Museology are now mounting a large-scale restoration effort that will unveil several artifacts to the public for the first time and even give visitors a first-hand glimpse of the restoration process. <BR><BR><STRONG>Getting to close relics <BR></STRONG><BR>During the Qing Dynasty, the emperor Kang Xi presented the impressive, 3.4-square-kilometer gardens as a gift to his fourth son, Yong Zheng, in the early 18th century. In the years following, it was expanded and rebuilt several times until it was ransacked and burned in 1860. Although the emperor Tong Zhi planned to rebuild the palace, the financial burden prevented him. Not long after, it was again ransacked by the Eight United Army in 1900. <BR><BR>But from June 8 to October 18, the cultural relic restoration will be held seven days a week from 9 am to 5 pm. Through a window, visitors will be able to observe the ongoing process as experts restore excavated artifacts, and, in a separate interactive zone, they will even be able to experience the excavation process for themselves as experts instruct them in how to dig for and restore buried replicas of artifacts. <BR><BR><STRONG>First show of the unknown</STRONG> <BR><BR>"This is the first restoration of the remains excavated in the palace on such a massive scale," said Qian Qian, the deputy secretary general of the science and technology protection foundation. "Also, some cultural relics displayed this time have never been shown to the public before." <BR><BR>In the exhibition zone, the palace's 300-year history will be presented through the remaining manuscripts, copper panel paintings and old pictures. According to Qian, the manuscripts are mainly drawings of the palace's 40 inner settings by royal paint-ers. Approximately 200 cultural relics have been selected for this exhibition due to their representative value, rarity and potential for restoration. <BR><BR>The current exhibition focuses on portable items like pottery, most of which were made during the heyday of the palace under the rules of emperors Kang Xi, Yong Zheng and Qian Long, and they reveal a lot about life in the palace for the royal family, concubines, eunuchs, and even ordinary staff. "People usually think that everything here belonged to the royals, concubines and eunuchs," said Qian. "But some relics were for wedding use, and indicate that the ordinary staff in the palace could also get married." <BR><BR>Ordinarily, the restoration of excavated artifacts includes repairing breaks, making molds and reproductions, and restoring the original color and glazing. Additionally, a reversible process has been introduced that makes it possible to decompose glue used to restore a relic if more advanced restoration processes are developed in the future. <BR><BR>The current exhibition is being held to commemorate the original destruction of the gardens and to tell the story of the palace. But because of that history, not all of the items will be restored, according to Qian. The largest symbols, like the ruins of Dashuifa, the Grand Waterworks destroyed in 1860, will remain as they are. "Its current condition is the result of that part of the history, so for that reason no big restoration will be adopted on it," she said. </P>]]></description>

They look more like images in a dream or from the virtual world, and are almost impossible to build in the real world." <BR><BR>The complex required more than 10,000 tons of steel, double the amount used to build Beijing's National Center for the Performing Arts, and 5,100 pieces of glass. The bigger of the two "boulders" houses a 1,800-seat performance hall, 50 dressing rooms and a dozen balconies. The smaller structure includes a 400-seat multi-function theater. A cafe, bar and retail facilities are located between the two buildings. <BR><BR>The center is scheduled to host more than 200 dance, theater and opera performances a year, including the Ninth China Art Festival, which opened on Monday. Many items in the museum will be displayed in public for the very first time thanks to modern preservation techniques which shall protect these fragile and rare items from fluctuations in temperature and humidity. <P align=justify><BR>Canton Fair closed today (May 5, 2010) with China's biggest foreign trade fair showing strong signs of economic recovery. The volume of transactions has grown compared to the previous session and companies have been promoting innovative products, stepping away from the old business model reliant on cheap labor, <EM>Canton Fair Travel</EM> reports. <BR><BR>Foreign trade in the first quarter has improved and the Canton Fair received more merchants than previous years. Many exhibitors set-up larger booths and presenter a wider range of products, an obvious sign of confidence. Foreign buyers this year were looking for new and original products with high added value and good quality. </P>
<P align=justify>According to the spokesman, Mr. Chen Chaoren, Deputy Secretary General of the Canton Fair, the 107th Canton Fair was held successfully with growth rebound in both overseas buyers attendance and export turnover which yet to reach the previous level before crisis. As of May 4, 203996 overseas buyers from 212 countries and regions around the world attended the Fair, 15827 more than that of last Autumn Fair, representing an increase of 8.4% and a year-on-year decrease of 1.3%. The total export turnover stood at USD 34.30 billion, increased by 12.6 % over last Autumn Fair while decreased by 10.30% year on year.</P>

The total export turnover stood at USD 34.30 billion, increased by 12.6 % over last Autumn Fair while decreased by 10.30% year on year.</FONT></P>
<P align=justify><FONT face=Verdana>According to the Canton Fair Organizer, the attendance of overseas buyers of this session saw increase in general whereas those from the traditional markets are yet to be satisfied. 203996 overseas buyers from 212 countries and regions around the world attended the Fair, 8.4% up than last Autumn Fair. By country and region account based on this figure, 15.2% and 4.6% down from EU and Japan respectively while 3.8% up from the US. Significant increase was seen in emerging markets while growth maintained in Asia, the Americas, Africa and Oceania, among which Oceania registered the largest increase with 6921, representing an increase of 23.6%, and followed by the Americas, Africa and Asia with 29206, 16189 and 117925 respectively, representing increases of 17.8%, 17.7% and 10.5 %.  </FONT></P>
<P align=justify><FONT face=Verdana>The top 3 countries and regions in this regard were Hong Kong SAR, USA, Taiwan Province, whose figures reached 27821, 11274, 9249 respectively. 132735 regular buyers attended the Fair, accounting for 65.1% of the total and representing an increase of 8.2% than that of last Autumn Fair. And 71261 new buyers attended this session, accounting for 34.9% of the total overseas buyers and increased by 8.7% over last Autumn Fair.</FONT></P>
<P align=justify><FONT face=Verdana>In terms of turnover, machinery and electronic products, light industry products and textiles and garments are on the top 3, accounting for 46.9%, 29% and 11% respectively. <description><![CDATA[<P align=justify>The rise in the number of participants in the latest China Import and Export Fair, known as the Canton Fair, which kicks off on Thursday, is a clear indication that business confidence has bounced back following the global financial crisis, organizers said. <BR><BR>"This session of the fair, the country's largest trading expo, has attracted 22,960 Chinese export enterprises, up 1,026 from the previous session," said Chen Chaoren, a spokesman for the fair. <BR><BR>"And some 399 foreign enterprises from 27 countries and regions, including eight from four less-developed countries, will exhibit in the international pavilion," he said. <BR><BR>The 107th session of the fair, which has long been a key barometer of China's foreign trade, opens on Thursday in Guangzhou, the capital of southern Guangdong province. <BR><BR>"Their enthusiasm for joining the exhibition signals their great confidence in this year's export situation," Chen said. <BR><BR>China's exports grew for the fourth straight month in March, up 24.3 percent year-on-year to $112.11 billion, while imports rose 66 percent to $119.35 billion, according to figures released Saturday by the General Administration of Customs. <BR><BR>Total foreign trade in the first quarter rose 44.1 percent to $617.85 billion, the customs figure showed. <BR><BR>Among the 22,960 Chinese export enterprises, private companies account for 62 percent, 19 percent are foreign-funded enterprises and the remaining 10 percent are State-owned enterprises, according to the organizer. <BR><BR>The organizing committee of Canton Fair organized 145 investment promotion activities in 28 countries and regions during the past six months to attract exhibitors and visitors. <BR><BR>In addition, due to the Chinese government's call to further boosting domestic consumption, the fair will also help Chinese export enterprises explore the domestic market. <BR><BR>The organizer said about 70 percent of Chinese export enterprises are willing to do business in the domestic market. <BR><BR>However, unlike the last two sessions, the fair will not have specific centers or times for dealers from domestic market to do business. As a barometer of the country's foreign trade, the fair is seeing a clear increase in export orders. <BR><BR>Mr. Xu is the chief executive officer of Zhejiang-based safe maker, Ningbo Yongfa Group. He is excited to find that overseas buyers are keen for his company's products at the Canton Fair. Some even booked up a day before it opened. <BR><BR>"During the first three days of the fair, we have seen the number of visitors to our booth nearly double that of last year. If you look at our notebook, you can see that we have received more than 100 clients over the past three days. This is way beyond our expectations.", Xu said <BR><BR>Mr. Xu is not alone. Most exhibitors say their orders are expected to increase by 30 percent. Some even say their production schedules are full until August. <BR><BR>What's more, mechanical and electronic products whose export volume has witnessed a slide have also seen their orders rebound. Many exhibitors have raised their expectations. <BR><BR>Ding Haibin, the deputy director of Ningbo Foreign Trade & Economic Bureau said, "Before we came here, we were confident about the sector's exports during the first half of this year. But we were worried that the rebound would not extend into the second half. Now I'm reassured by the situation." <BR><BR>Overseas buyers say they were prudent on increasing stockpiles last year due to the global financial crisis. But considering price hikes of raw materials, they are confident about commodity prices this year. <BR><BR>However, officials are warning against uncertainties in China's foreign trade. They are also calling for stability of the yuan exchange rate and continuation of macro policies. <BR><BR>Chen Chaoren, the Spokesman of China Import & Export Fair, said "We should be alert about increasing protectionist measures worldwide. The US is also adding pressure to appreciate the yuan. This will also affect China's foreign trade this year. Besides, price hikes of domestic products have added to the cost of exports. And the macro policies should be flexible in line with the changing economic situation." <BR><BR>The China Import and Export Fair is held twice a year in Spring and Autumn since it was inaugurated in the spring of 1957. <description><![CDATA[<P align=justify>The Guangzhou Municipal Price Bureau has notified the city's hotel industry association of the guiding prices for hotel rooms during the upcoming 107th (Spring 2010) and 108th (Autumn 2010) China Import and Export Fair.</P>
<P align=justify>The guiding prices for five-star hotels are set as follows: RMB 1990 (USD297) for a standard room, RMB 2200 (USD328) for a deluxe room, and RMB 3300 (USD492) for a business room. </P>
<P align=justify>The guiding rates for standard rooms, deluxe rooms and business rooms at four-star hotels will be RMB 1530 (USD228) , RMB 1680 (USD250) and RMB 2200 (ISD328), respectively. </P>
<P align=justify>The rates for these three types of rooms at three-star hotels will be RMB 908 (USD135), RMB 1000 (USD149) and 1460 (USD217), respectively. </P>
<P align=justify>And the rates for two-star hotels will be RMB 505 (USD75), RMB 555 (USD82) and RMB 830 (USD123), respectively. <BR><BR>All of the above rates do not include service charges. Hotels operators may set rates for other types of rooms on the basis of the above three types of rooms, but the rates cannot exceed the mandated guiding prices. Hotel operators are allowed to set rates for suites according to demand. <BR><BR></P>
<P align=justify>The guiding prices do not apply to platinum five-star hotels. </P>

<description><![CDATA[<P align=justify>A srtong rebound in China's exports and imports continued in January with fresh signs of recovery in global and domestic markets. <BR><BR>However, analysts said escalating trade disputes may pose a threat to the overall recovery. <BR><BR>China's exports jumped 21 percent from a year earlier to USD109.4 billion last month, further improving from a rise of 17.7 percent in December, the General Administration of Customs said yesterday. <BR><BR>Imports proved a surprise, surging 85.5 percent year on year to USD95.3 billion in January, up from a climb of 55.9 percent the previous month. <BR><BR>As a result, the trade surplus narrowed to US.1 billion from USD18.4 billion in December. <BR><BR>"The upbeat performance ofChina's trade is largely in line with our expectations, and mirrors renewed vigor in the global economy," said Li Maoyu, an analyst at Changjiang Securities Co. <BR><BR>"The strong growth in imports is also a harbinger for future gains in exports as many businesses have increased their purchases of raw materials for production." <BR><BR>Sun Mingchun, an economist at Nomura International (Hong Kong) Ltd, said the strength in exports was broadly based and had shown a tendency of being driven more by high value-added goods like high-tech products (USD30.8 billion in exports) and electromechanical products (USD62.5 billion). <BR><BR>While commenting on imports, he said China's booming domestic demand was an important component to power its growth. <BR><BR>"China is having not only a public investment boom, but also a consumption boom," Sun said. <BR><BR>China's import figure in January this year even defied a traditional fall at the start of the year due to the Christmas season and the coming Spring Festival, the nation's most important holiday for family reunions. <BR><BR>And the good news just keeps on coming, with China officially confirmed as the world's largest exporter last year. <BR><BR>Former leader Germany's national statistics authority, Destatis, announced on Tuesday that the country's exports totalled US.12 trillion in 2009, short of China's USD1.2 trillion during the same period. <BR><BR>However, analysts said China should be vigilant about the growing frictions with its major trading partners like the European Union and the United States to secure its hard-earned recovery in exports, which just ended a 14-month losing streak in December. <BR><BR>"Although the value of products involved in trade disputes is relatively small compared with the overall trade, their impact is huge because it can shake people's confidence and lead to fears of a trade war," said Xue Jun, an analyst at the CITIC Securities Co. <BR><BR>China has become a target of dumping and subsidizing charges by countries more deeply hurt by the global financial crisis since the later half of last year. <BR><BR>In January, the US set preliminary anti-dumping duties on China-made electric blankets, wire decking and gift-wrapping ribbons, adding to a tariff list already covering tires and steel pipes from China. <BR><BR>The EU also made a decision in December to extend trade charges on Chinese and Vietnamese leather shoes by 15 months to protect European shoe makers, which was lambasted by China as "pure protectionism." <BR><BR>The continuing rebound in Chinese exports may also trigger calls for appreciation of the yuan again, said Alaistair Chan, a senior economist at Moody's Economy.com. </P>]]></description>

Will the recession affect my bonus? The excitement created is no surprise as these bonuses can sometimes amount to more than the employee's annual salary. Although a receptionist in a finance company may only get 10,000 RMB, some sales managers pocket millions according to a recent <EM>Guangzhou Daily</EM> report. <BR><BR>Bonuses often become a source of inequality and corruption and so an expert from Taihe Consulting, Pu Shilin warned companies: "Bonus should be allocated fairly and transparently to assure all the staff know why some people get more and some get less." <BR><BR><STRONG>Financial industry gets more</STRONG> <BR><BR>People working in the financial sector, especially securities, fund and trust companies are supposed to get the highest bonuses this year. Real estate, hi-tech, consumer goods and fast food were also doing pretty well. <BR><BR>In one finance company, a receptionist's monthly salary reaches 3,500 RMB and she can hope to receive 10,400 RMB in bonus. However, sales managers can earn up to three or four million RMB and a supervisor might even get eight to nine million RMB. <BR><BR>A salesperson in a bank commented: "Some of our staff only get a bonus of 4,000 RMB whilst others get 200,000."
